The Star Casino Guide: Australian Venues, Licensing, and Rules

The Star Casino Brand: Overview of Australian Venues

The Star Entertainment Group operates three premier integrated resort destinations across eastern Australia: The Star Sydney in Pyrmont, New South Wales; The Star Gold Coast in Broadbeach, Queensland; and The Star Brisbane at Queen's Wharf, Queensland. Each property functions under an exclusive state-issued casino licence, providing physical table games, electronic gaming machines (pokies), luxury accommodation, event spaces, and signature dining precincts. Together, these properties represent one of the two major integrated resort gaming monopolies along the eastern seaboard alongside Crown Resorts.

A fundamental legal distinction governs The Star's market presence: the operator holds statutory concessions strictly for bricks-and-mortar casino operations. Under the Commonwealth Interactive Gambling Act 2001 (IGA), licensed Australian casino operators are strictly prohibited from offering real-money online casino games, online pokies, live-dealer feeds, or internet-based table games to Australian residents. While punters can access membership portals, check Star Rewards tier balances, and book hotel suites online, The Star does not run a domestic digital casino. Any gambling activity carrying The Star's corporate insignia occurs exclusively inside the designated physical gaming boundaries of its New South Wales and Queensland properties.

The physical footprint of each property reflects distinct urban contexts and licensing concessions:

• The Star Sydney (Pyrmont): Operating since 1995 (originally as Star City), this venue occupies a landmark harbour-side site west of Darling Harbour. It houses hundreds of electronic gaming machines alongside traditional and private high-roller gaming rooms, operating under a 99-year lease arrangement with an exclusive land-based casino licence for the Sydney metropolitan basin that ran until 2019, when Crown Sydney opened at Barangaroo under a VIP-only gaming restriction.
• The Star Gold Coast (Broadbeach): Established in 1985 as Conrad Jupiters, the property sits on Broadbeach Island along the Nerang River. Following comprehensive redevelopment, it features two hotel towers, an extensive main gaming floor, private gaming salons, and tropical event precincts catering to domestic holidaymakers and international resort visitors.
• The Star Brisbane (Queen's Wharf): Replacing the historic Treasury Casino at top-of-river George Street, this multibillion-dollar development opened its first phase in August 2024. The integrated resort anchors the Queen's Wharf lifestyle precinct, transferring the long-held Brisbane casino licence to modern gaming floors, sky deck facilities, and five-star hospitality amenities.

Regulatory Supervision and State Licensing Frameworks

Gaming venues in Australia operate under strict state and territory jurisdiction rather than a single national gambling regulator. The Star properties fall under two distinct legislative regimes, both of which underwent profound statutory overhauls following judicial inquiries into governance, anti-money laundering controls, and patron compliance.

In New South Wales, regulatory authority resides with the NSW Independent Casino Commission (NICC), a specialised statutory regulator established under the Casino Control Act 1992 (NSW) following the recommendations of the Bell Inquiry. The NICC holds comprehensive enforcement powers, including the authority to inspect surveillance archives, issue civil penalties, alter licence conditions unilaterally, or cancel operating licences. The Star Sydney was found unsuitable to hold a casino licence in 2022 due to systematic anti-money laundering and risk-management failures, resulting in a 100 million dollar statutory fine and the appointment of an independent manager to oversee daily casino governance while the board works toward remediating its operations.

Across the border, the Queensland Office of Liquor and Gaming Regulation (OLGR), operating beneath the Department of Justice and Attorney-General, enforces the Casino Control Act 1982 (QLD). Following the Gotterson Inquiry in Queensland, which examined compliance failures mirroring those identified in Sydney, the Queensland government also appointed a statutory special manager to supervise operations at The Star Gold Coast and Queen's Wharf. This manager monitors compliance programs, internal patron diligence, and corporate governance reforms directly from within the executive leadership structure.

Both regulators impose intense daily operational scrutiny. Dedicated compliance officers maintain an active, unannounced physical presence across all three properties, monitoring cash transaction desks, pit areas, surveillance rooms, and private gaming suites. Licence suitability remains subject to periodic review, ensuring that ongoing remediation benchmarks are strictly enforced.

Gaming Floor Architecture: Table Games, Pokies, and Payout Baselines

The gaming product mix across The Star properties is divided between traditional dealer-run table games and electronic gaming machines (EGMs, colloquially known across Australia as pokies). The underlying mathematics, house margins, and statutory payout rules differ sharply between these product categories.

Table games operate under rules and procedures gazetted directly by the relevant state gaming commission. These public rulebooks define card dealing procedures, side bet payouts, and minimum table limits:

• Blackjack: Standard casino blackjack tables typically utilise multi-deck shoes (six or eight decks) with continuous shuffling machines. When basic strategy is executed perfectly under Star house rules (dealer stands on soft 17, doubling allowed on any initial two cards, blackjack pays 3:2), the house edge sits between 0.5% and 0.8%. Some low-minimum tables introduce variant rules—such as Blackjack Challenge or 6:5 payout ratios—which elevate the theoretical house edge well above 1.5%.
• Baccarat: A core focus across The Star's main floors and sovereign private rooms, baccarat offers fixed mathematical house edges: 1.06% on Banker bets (accounting for the 5% commission) and 1.24% on Player bets. The Tie bet carries a punitive house edge exceeding 14%, offering poor statistical return despite its 8:1 payout.
• Roulette: Main gaming floors predominantly offer European Roulette with a single green zero, yielding a standard house edge of 2.70% on all single-number and even-money bets. American-style wheels featuring double zero pockets (0 and 00) carry a house edge of 5.26% and are generally restricted or labelled clearly on table placards.

Electronic gaming machines occupy a separate statistical and statutory framework. Unlike table games where player decisions influence the final margin, pokies operate via sealed hardware Random Number Generators (RNGs) configured to deliver a specific Return to Player (RTP) percentage over millions of spins.

State gaming legislation dictates strict payout floors. In New South Wales, the Casino Control Act and accompanying technical standards establish a legal minimum RTP floor of 85% for physical casino pokies. In Queensland, casino gaming machines must maintain a minimum RTP set between 85% and 90% depending on the specific machine classification and game configuration approved by OLGR. In commercial practice, standalone and progressive link machines across The Star floors are typically configured between 88% and 92% RTP.

Punters must distinguish this long-term statistical return from the volatility of an individual session. A machine configured to 90% RTP returns 90 cents of every dollar wagered over a theoretical horizon of tens of millions of spins. Over a standard session of 300 spins at two dollars per wager, variance dominates: an individual punter can easily lose 100% of their bankroll within an hour or trigger a linked progressive feature that produces an outsized multiplier. The house edge on pokies (8% to 12%) is ten to twenty times higher than that of standard blackjack, making electronic machines substantially more costly per hour of play.

Patron Entry Standards, Carded Play, and Cashless Gaming Controls

Entering the gaming floors at The Star is governed by statutory harm-minimisation standards and anti-money laundering protocols rather than conventional hospitality access rules. Both New South Wales and Queensland have legislated mandatory physical identity checkpoints, strict cash limits, and structural carded play frameworks designed to strip anonymity from commercial gaming floors.

Patrons visiting The Star Sydney or the Queensland resorts must carry an accepted form of government-issued photo identification—such as an Australian driver licence, digital state driver licence via an official government app, or a valid foreign passport. Dedicated scanning terminals at all public and private portal entrances verify patron age (strictly 18+) and instantly cross-check visitor credentials against statewide barring orders and internal exclusion databases.

The operational shift toward cashless and carded play represents the most substantial change to Australian casino floors in three decades. In New South Wales, following statutory amendments enacted under the NICC, cash wagering limits have been capped at 1,000 dollars per patron per day, with full carded play mandates binding electronic gaming machines and table games. Under carded play, a player cannot feed physical banknotes anonymously into an EGM; play must be authenticated via a registered card containing verified player identity details.

Linked directly to carded play is mandatory pre-commitment. Before initiating a gaming session, punters are required to establish binding loss limits and time caps. Once a patron reaches their pre-set loss ceiling, the automated terminal locks further wagering on that account for the remainder of the designated period, preventing chase-down behaviour.

In addition to statutory regulatory mandates, The Star enforces standard commercial conditions of entry. Smart casual dress standards apply across all venues (active sports attire, industrial workwear, thongs, and offensive slogans are prohibited after evening cutoffs). Security staff retain discretionary legal authority to refuse admission or request the departure of any individual showing visible signs of alcohol intoxication.

Responsible Gambling Frameworks, Self-Exclusion, and BetStop Scope

Consumer protection frameworks at The Star operate across multiple levels, combining venue-based assistance with statutory exclusion registers. Understanding the boundary between online and physical protection tools is essential for Australian punters.

A common point of confusion concerns BetStop, Australia's National Self-Exclusion Register. BetStop is a Commonwealth-mandated register governed by the Australian Communications and Media Authority (ACMA). Its jurisdiction is strictly confined to licensed online and phone wagering operators, such as domestic corporate bookmakers and betting exchanges. Registering with BetStop does not exclude an individual from entering land-based casinos such as The Star Sydney, The Star Brisbane, or The Star Gold Coast, nor does it block access to club and pub poker machine rooms.

To self-exclude from The Star, punters must use the statutory land-based exclusion frameworks administered in their respective states:

• Direct Venue Self-Exclusion: Patrons can approach any security officer, gaming supervisor, or staff member at The Star's customer service or patron care desks to initiate immediate exclusion. The process involves signing a legally binding deed, taking an up-to-date identification photograph, and selecting an exclusion term (typically ranging from six months to five years, or permanently).
• Multi-Venue Self-Exclusion (MVSE): For punters seeking exclusion across both The Star and regional pub/club gaming venues, state schemes—such as ClubsNSW MVSE in New South Wales or the OLGR-administered exclusion programs in Queensland—allow an individual to exclude from multiple gaming floors simultaneously through an accredited gambling counsellor or legal service.
• Biometric Enforcement: Once lodged, patron photographs are uploaded directly to the casino's automated facial recognition security system. If an excluded individual crosses a gaming floor perimeter, security controllers receive an instantaneous algorithmic notification to intercept and remove the patron, who faces forfeiture of all gaming winnings and potential prosecution for trespass.
